MEMO TO: Mayor and City Council <br />FROM: Clerk-Administrat <br />DATE: March 28, 1984 <br />SUBJECT: 1984 SPRING CLEAN UP DAY <br />As discussed with you at the Council Meeting on March 26th, several <br />issues need to be decided by the City Council prior to publicizing <br />the Spring Clean Up Day for 1984 which has been scheduled for <br />May 19th. The specific issues are as follows: <br />1. Time of event. In the past it has been the City's practice <br />to have the Spring Clean Up Day from 8:00 a.m. to 4:30 p.m., <br />however, it has been my observation over the past three years <br />that the major activity occurs between the hours of 9:00 a.m. <br />and 3:00 p.m., therefore, I would recommend that the hours for <br />the 1984 Spring Clean Up Day be from 9:00 a.m. to 3:00 p.m. <br />2. Waste hauler. In the past two years the City has used Waste <br />Control, Inc. to do the hauling of the materials collected <br />during the day's activities. This company has provided the <br />City with most satisfactory service and I have been advised <br />that they will do the work for 1984 at a cost of $135.00 per <br />load, with a one time delivery charge of $25.00. This is an <br />increase of $5.00 per load, with the addition of the $25.00 <br />delivery charge. After reviewing prices received in 1983 <br />for the same work and considering the fact that the level of <br />service we have received has been most satisfactory, staff <br />would recommend the City use Waste Control, Inc. during the <br />1984 Clean Up Day. <br />3. In 1983 the City had a Public Works employee present on an <br />overtime basis for a four hour period during the afternoon <br />of the Clean Up Day to use the front end loader to pack down <br />the 30 yard containers thus allowing us to have more material <br />hauled using the same number of boxes we had used in previous <br />years. Staff would recommend that Council again authorize the <br />use of a Public Works employee on an overtime basis during the <br />1984 Clean Up Day for the entire six hour period. <br />Staff would appreciate Council direction in each of these items. <br />DFP/pf <br />
