RESOLUTION NO. 1727 <br />Page Two <br />The City of Mounds View recommends that logislativc action <br />be taken in 1984 to promote wage equity through a determination <br />of comparable worth and that the following principles should <br />guide this legislation: <br />1. Comparable worth programs :oust balance infernal <br />pay equity with external supply and demand <br />considerations. <br />2. Existing laws, which limit the power of local <br />governmental units to implement wage structures <br />based on comparable worth, including but not <br />limited to collective bargaining and arbitration, <br />should be modified accordingly. <br />3. Legislation should allow not only for the upgrading <br />of certain classes of work in the wage structure, <br />but also provide for decreases in pay where job <br />evaluations indicate that is appropriate. <br />4. The State should shield or indemnify, including <br />providing or paying for defense costs, any city <br />which is sued for back pay as a result of the -•� <br />implementation of the pay equity programs. <br />5. Legislation should allow a reasonable time to <br />accomplish the implementation of each program. <br />6. The State should allow cities to choose the <br />methods of analysis and implementation of pay <br />equity programs. <br />7.
