cif 0f vor S ipw <br />NAMSEY COUNTY, MINNESOTA <br />2401 HIGHWAY 10 <br />MOUNDS VIEW, MINN 55112 <br />78. 3055 <br />February 22, 1984 <br />Mr. Larry Decheine <br />590 - 12th Avenue N.W. <br />New Brighton, MN 55112 <br />Dear Mr. Decheine: <br />As I indicated to you during our meeting on February 17th, I have <br />reviewed the matter of your not abiding by or responding to the <br />directive you received from Public Works Foreman Gary Kardell to <br />return to the day shift on February 15th. <br />After reviewing the matter in detail, I have determined the <br />following: <br />1. The directive was proper in that the City is not required <br />to provide seven (7) days notice for a change in shift <br />schedule when unusual circumstances exist. In this case, <br />the unpredicted change in weather and temperature made it <br />impossible to maintain the ice at the City's skating and <br />hockey rinks (the main reason for establishing a night <br />shift in the first place) and no other meaningful work was <br />available for persons on a night shift schedule. <br />2. Although the City Is efforts could have been better in <br />informing you of the shift change, you put forth no <br />effort in complying with the directive and minimal effort <br />advising us of the reasons why you would not comply. <br />3. Your actions have been insubordinate by not complying <br />with a properly issued directive. <br />As a result, it was my recommendation to the City Council, with <br />which they concurred, that both parties, yourself and Mr. Kardell, <br />are at fault and that appropriate disciplinary action be taken <br />against each of you at a level consistent with the severity of <br />the indiscretion.
