'k, 13 <br />I- -. <br />MEMO TO: MAYOR AND CITY COUNCIL <br />FROM: CLERK -ADMINISTRATOR <br />DATE: MAY 16, 1984 <br />SUBJECT: TEAMSTERS LOCAL 320 (Police) CUNTRACT NEGOTIATIONS <br />On the morning of May 11, 1984 Cy Smythe and I met with the <br />President of Teamsters Local 320 and representatives of our <br />Police Department to further negotiate a settlement of the <br />1984 Labor Contract based on the direction given by the City <br />Council at an Executive Session on April 30, 1984. <br />After advising the union representatives of the fact that <br />Mr. Smythe had met with the City Council to discuss the future <br />arbitration of this contract, I made an offer to the Union <br />which provided for the following: <br />1) Wages - $2,335 per month Top Patrolman's salary <br />2) Insurance - $145 per month <br />3) Contract Language - <br />a. Delete Article 18 (stand-by pay) from the Master <br />Labor Agreement. <br />b. Revise Article 21 Educational Incentive - Longevity <br />to provide that educational incentive not be paid <br />to any new hires effective 1-1-84. <br />c. Revise Article 20 (injury on duty) to provide that <br />employees receiving benefits under this Article not <br />receive payments from the City which would cause <br />the employee to earn more than the employee's after <br />tax take home pay earned while working. <br />4) Drop all other demands/issues related to this contract. <br />The union representatives after meeting in private and discussing <br />the proposal indicated that they would recommend acceptance of <br />the proposal to their local membership if the City would revise <br />its offer regarding stand-by pay to provide that stand-by pay <br />be given to emplcyees on a comp. time basis only. They further <br />agreed to drop all of their other demands/issues relating to this <br />contract. <br />After discussing the matter privately with Mr. Smythe after the <br />union representatives had left the room I felt that the agreement <br />we had reached was in all likelihood economically the best we <br />
