MAYOR AND CITY COUNCIL <br />MAY 16, 1984 <br />PAGE TWO <br />could expect through the negotiation/arbitration process and <br />therefore indicated to the Union that I would recommend acceptance <br />of the contract to the Council at the May 21, 1984 agenda session. <br />My reasoning for recommending acceptance of this contract based <br />on the above cited terms is as follows: <br />1) The difference between the salary demands of the <br />Union, namely $2335 per month Top Patrolman's salary <br />and the 5 percent Mr. Smythe indicated would be the <br />best we could expect out of an arbitration decision <br />would be $1321.32 for calendar year 1984. <br />2) The savings resulting from an agreement that educational <br />incentive not be paid to any new hires effective 1-1-84 <br />would be a total of $4,822.15 for each new hire during <br />their first four years of employment as current new <br />hires are required under State Law to have sufficient <br />higher education to be licensed as a Police Officer <br />that would automatically qualify them for educational <br />incentive pay. <br />3) The initial Union demand requested overtime pay for nine <br />uut of the eleven holidays reccgni.zed by the City. Mr. Smythe® <br />indicated that an arbitrator would more than likely award <br />four holidays as being eligible for overtime pay which would <br />result in a total expense to the City of Mounds View of <br />approximately $1,300 in 1984. <br />Therefore, adding the pluses and minuses as cited in the above <br />three items the City has a potential for saving approximately $5,000 <br />in the first four years of this contract due to the deletion of <br />educational incentive pay for all new hires. Not mentioned as <br />reasons for accepting this contract on an economic basis are factors <br />which cannot be measured but which an arbitrator can rule on during <br />the process and would possibly have no economic benefit to the Union <br />members but have an operational disbenefit to the Department such as, <br />modification to the court -time provisions of the contract. <br />I have reviewed the tentative agreement with Police Chief Ramacher <br />and he has indicated that he feels that this is an acceptable <br />contract and would also recommend its approval. <br />RECOMMENDATION: Staff recommends Council Approval of this tentative <br />settlement of the 1984 Teamsters Local 320 Contract <br />and authorization to negotiate final contract terms. <br />I <br />
