Z. <br />MEMO TO: MAYOR AND CITY COUNCIL <br />FROM: CLERK -ADMINISTRATOR <br />DATE: MAY 17, 1984 <br />SUBJECT: SIX MONTH PERFORMANCE REVIEW - <br />POLICE CHIEF RAMACHER <br />Pursuant to the provisions of Police Chief Ramacher's one-year <br />probationary period I have performed a Performance Review of <br />his first six months of performance as Police Chief based on <br />the Position Description for the position. A copy of the <br />Performance Review and Position Description is attached for <br />your information as well as a copy of the first year goals <br />for the Police Chief position. The following are my observa- <br />tions of Chief Ramacher's progress towards fulfilling the first <br />year goals based on his first six months of performance. <br />1. As stated in his three month Performance Review Chief <br />Ramacher has been making progress towards making the <br />Department more proactive than reactive and is developing <br />plans for more aggressively publicizing proactive programs <br />such as Neighborhood Watch and Operation ID. Since his <br />three month review the Department has begun the process <br />of developing these programs and par :cipated in a recent <br />Health Fair where these programs were marketed. <br />2. No significant progress has occurred in this area since <br />his three month review, however, Chief Ramacher has assured <br />me that this goal is a high priority item. <br />3. Chief Ramacher has assumed a more active role in participating <br />in contract negotiations. <br />4. No activity in this area as of yet. <br />5. No activity in this area as of yet. I would like to state, <br />however, that Chief Ramacher was of invaluable assistance <br />during the recent tornado and has taken a more active role <br />in the Civil Defense Program. <br />6. Chief Ramacher is continually evaluating modification to <br />current departmental operations to improve the quality of <br />law enforcement and do so in an efficient and economic <br />manner. <br />7. No new developments since the last review. <br />8. Chief Ramacher is currently investigating the different <br />- systems available to the Department that would fit their <br />needs. <br />
