charm W <br />MEMO TO: Clerk -Administrator and City Council <br />FROM: Director of Public Works/Community Development <br />DATE: June 27, 1984 <br />SUBJECT: PETITION OF MOUNDS VIEW MOBILE HOME PARK RESIDENTS <br />As you may recall, the City received a petition to permanently <br />open the access road to the Mounds View Mobile Home Park at the <br />corner of Belle Lane and Raymond Avenue on April 9, 1984. A copy <br />of the transmittal letter and petition was submitted to you for <br />information only by my memo dated April 14, 1984. <br />Attached please find a copy of the minutes of the public <br />improvement hearing on the emergency exit dated September 8, <br />1975, memo from Police Chief Tim Ramacher dated April 18, 1984, <br />letter from Fire Chief Ron Fagerstrom dated April 19, 1984 and a <br />letter from John C. Johnson dated June 14, 1984. Also find <br />enclosed a map of the drainage area and a letter I sent to <br />Mr. Victor Ihde who is the spokesperson for the residents. <br />I will attempt to summarize the correspondence. The residents <br />believe their health, safety and welfare is in jeopardy because <br />there is only one entrance/exit to the mobile home park. The <br />Police Chief indicated that two conditions must be met before he <br />could recommend a permanent entrance/exit at the subject <br />location. The three conditions are that the entrance/exit must <br />be widened, overlayed with asphalt and barriers installed between <br />the road and the ditch. In my opinion, in order to widen the <br />road and meet the above requirements for a permanent entrance/ <br />exit, the ditch will need to be filled and storm sewer will need <br />to be installed. I will discuss this later in the memo. The <br />Fire Chief favors opening the entrance/exit for general use. <br />Mr. John C. Johnson indicates that for a permament entrance/exit, <br />two manholes and a 30" or 36" diameter storm sewer pipe should be <br />installed. My rough cost estimate for installing the storm <br />sewer, manholes, widening the road, and filling the ditch is <br />estimated at $5,000 to $10,000. <br />The City also conducted a <br />drainage area map for the <br />County Road H-2 just east <br />vehicles per day (VP,.). <br />VPD.
