MEMO TO: Clerk -Administrator and City Council FROM: Directur of Public Works/Community Development DATE: June 27, 1984 SUBJECT: PETITION OF MOUNDS VIEW MOBILE HOME PARK RESIDENTS As you may recall, the City received a petition to permanently open the access road to the Mounds View Mobile Home Park at the corner of Belle Lane and Raymond Avenue on April 9, 1984. A copy of the transmittal letter and petition was submitted to you for information only by my memo dated April 14, 1984. Attached please find a copy of the minutes of the public improvement hearing on the emergency exit dated September 8, 1975, memo from Police Chief Tim Ramacher dated April 18, 1984, letter from Fire Chief Ron Fagerstrom dated April 19, 1984 and letter from John C. Johnson dated June 14, 1984. Also find enclosed a map of the drainage area and a letter I sent to Mr. Victor Ihdc 'who ., the spokesperson for the residents. I will attempt to summarize the correspondence. The residents believe their health, safety and welfare is in jeopardy because there is only one entrance/exit to the mobile home park. The Police Chief indicated that two conditions must be met before he could recommend a permanent entrance/exit at the subject location. The;t-wo conditions are that the entrance/exit must be widened) &ffa 'tee overlayed with asphalt and barriers y installed between the road and the ditch, n order to widen the DriNinv� road and meet the above requirements for a permanent entrance/ exit, the ditch will need to be filled and storm sewer will need to be installed. I will discuss this €4rt4ier later in the memo. The Fire Chief favors opening the entrance/exit for general use. Mr. John C. Johnson indicates that for a permament entrance/exit, two manholes and a 30" or 36" diameter storm sewer pipe should be installed. My rough cost estimate for installing the storm sewer, manholes, widening the road, and filling the ditch is estimated at $5,000 to $10,000. The City also conducted a traffic study. Please refer to the drainage area map for the locations and vehicle counts. On County Road H-2 just east of Raymond Avenue we counted 1,450 vehicles per day (VPD). On the Belle Lane curve we counted 280 VPD. The reason for the traffic count is to accurately determine the traffic on Belle Lane and County Road H-2,if-the-ertt� My understanding is that the residents on Belle Lane z4d1 object to any increase in traffic. m Ry I will present three possibly solutions. They all have obvious disadvantages: 1. Install storm sewer, fill the ditch, widen the road and assess the project to the owner of the mobile home park.
