,, . 13 <br />MEMO TO: <br />MAYOR AND CITY COJNCIL <br />FROM: CLERK -ADMINISTRATOR <br />DATE: JULY 19, 1984 <br />SUBJECT: ROOFING PROPOSALS <br />Pursuant to Council direction Staff solicited proposals <br />from roofing companies for the repair of the Police roof and <br />the roof over the City Council Chambers and City Hall. The <br />Request for Proposal called for the replacement of wet or <br />deteriorated insulation over the police Do artmentflashing and total <br />replacement of the existing roof, repair <br />addition of two additional scupphe <br />ers and downspouts.is comprised <br />The repair <br />of the roof over the Council Chambers and City Hall <br />of the repair of existing flashing and installation of counter - <br />flashing. <br />In response to the Request for Proposals the City received <br />eight proposals ranging in price from $5,933.22 to $15,364.00. <br />While reviewing these proposals with Building Inspector Rose <br />to confirm their compliance with the specifications, he <br />advised that should replacement of more than a small amount <br />of the police Department's insulation be necessary the Uniform <br />Building Code would require that the new insulation comply <br />with <br />current code. While discussing this with the two lowest bidders <br />it was determined that the City Hall Roof could be entirely <br />reinsulated at a very small amount thus providing for a more <br />energy efficient roof than presently exists which is one-half <br />inch of hardboard insulation. Therefore, Staff requested that <br />the two lowest bidders provide a price for the installation of <br />three inches of polystyrene insulation along with replacement of <br />the one-half inch of hardboard insulation and additional flashing. <br />Once these numbers were obtained it was determined that All <br />Seasons Roofing, Inc. would be the low bidder in the amount of <br />$8,892.00. This is in comparison to the $11,000.00 which is <br />included in the 1984 budget for this work. <br />RECOMMENDATION: Staff would recommend <br />Icouncil <br />nc. of Minneapapproval <br />liofithe <br />- from All Seasons Roofing Company, <br />amount of $8,892.00 for the totn the <br />al reconstruction and reinsulation <br />of the Police Department Roof and repair of the Council Chamber <br />and City Hall Roofs per their revised proposal dated July 91 1984. <br />Staff is recommending the total reinsulation of the Police <br />Department roof as the cost for this is $1,920 which it is felt <br />can be recovered by the City in reduced energy costs over a very <br />short period of time. <br />
