,, . 13 MEMO TO: MAYOR AND CITY COJNCIL FROM: CLERK -ADMINISTRATOR DATE: JULY 19, 1984 SUBJECT: ROOFING PROPOSALS Pursuant to Council direction Staff solicited proposals from roofing companies for the repair of the Police roof and the roof over the City Council Chambers and City Hall. The Request for Proposal called for the replacement of wet or deteriorated insulation over the police Do artmentflashing and total replacement of the existing roof, repair addition of two additional scupphe ers and downspouts.is comprised The repair of the roof over the Council Chambers and City Hall of the repair of existing flashing and installation of counter - flashing. In response to the Request for Proposals the City received eight proposals ranging in price from $5,933.22 to $15,364.00. While reviewing these proposals with Building Inspector Rose to confirm their compliance with the specifications, he advised that should replacement of more than a small amount of the police Department's insulation be necessary the Uniform Building Code would require that the new insulation comply with current code. While discussing this with the two lowest bidders it was determined that the City Hall Roof could be entirely reinsulated at a very small amount thus providing for a more energy efficient roof than presently exists which is one-half inch of hardboard insulation. Therefore, Staff requested that the two lowest bidders provide a price for the installation of three inches of polystyrene insulation along with replacement of the one-half inch of hardboard insulation and additional flashing. Once these numbers were obtained it was determined that All Seasons Roofing, Inc. would be the low bidder in the amount of $8,892.00. This is in comparison to the $11,000.00 which is included in the 1984 budget for this work. RECOMMENDATION: Staff would recommend Icouncil nc. of Minneapapproval liofithe - from All Seasons Roofing Company, amount of $8,892.00 for the totn the al reconstruction and reinsulation of the Police Department Roof and repair of the Council Chamber and City Hall Roofs per their revised proposal dated July 91 1984. Staff is recommending the total reinsulation of the Police Department roof as the cost for this is $1,920 which it is felt can be recovered by the City in reduced energy costs over a very short period of time.
