IV, NO. 13 <br />TELECOMMUNICATIONS DEVICE <br />Staff recently became aware of a requirement of Chapter 471, Minnesota <br />Laws of 1984, which was adopted by the 1984 Legislature requiring <br />that cities of the first, second and third class have at least one <br />telecommunications device available for the deaf for voter registra- <br />tion information. Such a device, commonly known as a TTY/TDD, is <br />being investigated with the assistance of several private organiza- <br />tions for the hearing impaired with the goal that a purchase of this <br />equipment be made prior to September 1, 1984. Present information <br />on this type of equipment indicates that it will cost the City between <br />$175 and $300 depending upon the make and model. As this item is not <br />currently contained within the elections portion of the 1984 budget <br />Staff will be attempting to control other election expenditures in <br />order that it might be funded with budgeted monies rather than <br />requiring a transfer from the City's contingency account. <br />LOCAL GOVERNMENT AID STUDY COMMISSION <br />As you know the 1984 Legislature established a commission made up of <br />an equal number of members from both sides of the House and Senate to <br />study local government aid during the interim between the 1984 and <br />1985 session. This commission had their first meeting on July 9 at <br />which time they received a report from the chairman of a previous <br />committee that studied the local government aid issue and the <br />commission outlined in very rough form how they would like to proceed <br />from this point forward. <br />It was obvious from the conversations among the members of the <br />commission that they are not all fully knowledgeable of the history <br />of local government aid in the State of Minnesota and particularly <br />the impacts that recent changes in the formula had upon a select <br />number of Minnesota cities. It was heartening to hear, however, <br />that members of the commission wanted to receive reports from <br />interested local government organizations such as the League of <br />Minnesota Cities and Municipal Legislative Commission to hear our <br />side of the story. This will perhaps give us the opportunity to <br />accurately present that information which has often been misrepre- <br />sented in the past. <br />Staff will continue to monitor the activities of this commission <br />and keep Council apprised. <br />COMMUNITY SERVICE OFFICER <br />As you know from Police Chief Ramacher's last quarterly report, <br />the City's CSO Officer Jill Stevens has requested an unpaid leave <br />of absence due to health problems which prohibit her from under- <br />taking the responsibilities of the CSO Officer until the Spring <br />of 1985.
