I MEMO TO: MAYOR AND CITY COUNC FROM: CLERK-ADMINISTRATO DATE: JULY 25, 1984 SUBJECT: ANOKA COUNTY-BLAINE AIRPORT ENVIRONMENTAL IMPACT STATEMENT In a telephone conversation with Debra Pyle of the Minnesota Pollution Control Agency on July 24 I obtained the following information regarding the Anoka County -Blaine Airport EIS. 1) The EAW submitted by MAC to the EQB did not establish the final scope of the EIS to be performed by MAC on the Anoka County -Blaine Airport. A scoping document must be distributed by MAC to state agencies and interested governmental units which will include the City of Mounds View with a 30 day comment. period. This scoping document will indicate the parameters of the EIS as proposed by MAC and allows for input from interested governmental units which may include the request for the additional areas of analysis. 2) Once the analysis of all of the parameters of the EIS is completed a draft EIS will be prepared by MAC and mailed out for a 30 day review period with a public meeting held at the end of that period. 3) The final EIS is prepared after the draft EIS public meeting is held and changes and/or results of the public meeting are included with the final EIS document. Ms. Pyle has assured me that anyone can comment on the scoping of the EIS but MAC will be the final agency as the responsible governmental unit to determine the final scope of the EIS document. At this time she has indicated that discussions with MAC have resulted in the establishment of general parameters but no final scope has been established for the review and comment. It would be my suggestion that the City Council review the draft EAW submitted by MAC to the EQB which more than likely lists tho3e areas that MAC feels will be analyzed as part of the EIS. Should it be the desire of the Council to request the addition of other areas as part of our comments on the scoping document we should be preparing our request for submission to MAC vith copies to the Pollution Control Agency and EQB.
