Anderson, Director <br />i 1016N Parks, Recreation and Forestry <br />DATE: September 20, 1984 <br />RE: Aquatics Contract <br />Attached is a copy of a memorandum of understanding between the <br />City of Mounds View and Ms. Maureen Thielen, outlining the duties <br />of the City's part-time Aquatics Director. In addition, staff <br />has attached a copy of the yearend aquatics program report which <br />outlines the City's aquatics program and what services have been <br />provided during the past year. <br />Ms. Thielen has been employed by the City Parks and Recreation <br />Department during the past year through a similar memorandum of <br />understanding and has been responsible for organizing, directing, <br />implementing and coordinating the City's aquatics program at both <br />the Edgewood Pool and Lakeside Park. During the past twelve <br />months, Maureen has proven herself to be a very valuable and <br />integral employee for the Parks and Recreation Department and she <br />has performed each of her tasks in a highly professional and com- <br />petent manner. The proposal that staff is submitting for the <br />Council review has been modified from the 1983-84 proposal in <br />three areas: <br />1. An increase in reembursement of $1,000.00 from the original <br />$9,000.00 contract. <br />2. A reduction of the full-time hours during the months of June, <br />July and August from 45 hours per week to 40 hours per week. <br />3. The addition of s100.00 per month to be used toward a person- <br />al health insurance policy. <br />In addition, item 47 on page #3 which outlines a $10,000.00 life <br />insurance policy has been deleted, as the City is not able to <br />provide life insurance through its existing carrier due to the <br />part-time status of Ms. Thielen. <br />As can be noted in the yearend report prepared by Ms. Thielen, <br />the pool and beach program has experienced growth in both numbers <br />and dollars during the past twelve months. The growth in program <br />participation has been approximately 50% based on a comparison in <br />1982 to 1984 figures with the revenues increasing by 250% from <br />$3,400.00 in July, 1983 to $8,950.00 in July, 1984. The major <br />reason that can be attributed to these great increases is due to <br />the direction and supervision of Ms. Thielen, as well as with the <br />addition of the Edgewood Community Center pool facility. Our <br />department is currently responsible for coordinating the Edgewood <br />Pool facility from 7:00 a.m. - 10:00 p.m, five days per week as <br />well as Saturday. <br />
