-2- <br />The Planning Commission in RCSOletion No. 123-84 recommends <br />denial of the request by Holiday based on two findings. The <br />findings are as follows: <br />1. The proposed development is not in conformance with the <br />existing Comprehensive land Use Plan Commercial Coals and <br />Policies, and the spirit and intent of the Comprehensive <br />Plan to limit commercial strip development on Highway 10. <br />Please note that 40.25, Subdivision A, Paragraph 5, (Page <br />103) indicates that the Planning Commission shall consider <br />possible adverse affects on the relationship of this <br />development to the municipal Comprehensive Plan. Please <br />also note that Section 40.25, Subdivision C, Paragraph <br />2(f), (Page 105) also talks about the Comprehensive Plan. <br />2. A development review by the applicant's planning consul- <br />tant, John Shardlow of Howard Dahlgren Associates, Inc. <br />did not address some planning issues. Please refer to <br />Planning Commission Resolution No, 123-84 and the staff <br />report for details. Please note that the parking require- <br />ments found in the Zoning ordinance could require as many <br />as 71 spaces for this development. Please refer to City <br />Code Chapter 40,07, Subdivision H, (Page 35). <br />Staff recommends that the City use a planning consultant to <br />review the report by Howard Dahlgren Associates. Mr. David Licht <br />of Northwest Associated Consultants has estimated the cost to be <br />under $1,000.00.
