MOUNDS VIEW PLANNING COMMISSION <br />RESOLUTION NO. 123-84 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE, OF MINNESOTA <br />RECOMMENDATION TO THE CITY COUNCII, REGARDING <br />MOUNDS VIEW PLANNING CASE NO. 153-84, HOLIDAY STATION STORES <br />WHEREAS, Holiday Station Stores has requested City <br />approval to construct a gasoline/convenience store within the <br />City of Mounds View; and <br />WHEREAS, construction of this gasoline/convenience store <br />facility as requested requires approval of a minor subdivision <br />(combining 2 lots into 1), conditional use permit, and <br />development approval; and <br />WHEREAS, the Planning Commission has reviewed the Staff <br />Report and has reviewed a report on the development by John <br />Shardlow of Howard Dahlgren Associates, Inc., the applicant's <br />consultant, along with information submitted by the applicant <br />which includes the following: <br />a) Development Plan <br />b) Site Survey <br />c) Project Summary <br />d) Evidence of Proper Screening and Landscaping; and <br />WHEREAS, the Developer has declined submitting the plan to <br />David Licht, the City consultant, for development review; and <br />WHEREAS, the Planning Commission has also reviewed this <br />proposal and it is in conformance with all chapters of the <br />Municipal Code, specifically Chapters 40, 42, 49 and 49A and <br />State Statutes; and <br />WHEREAS, this proposal meets all requirements of Chapters <br />40, 42 and 49 of the Municipal Code; and <br />WHEREAS, Rice Creek Watershed District, Minnesota <br />Department of Transportation and Ramsey County will review the <br />development prior to construction; and <br />WHEREAS, the existing Comprehensive Plan recommends that <br />this area should be developed medium density residential; and <br />WHEREAS, the Planning Commission has reviewed the <br />Comprehensive Plan to identify the policy and planning issues <br />regarding continued strip commercial development on Highway 10; <br />
