CLERK-ADMINISTRATO( <br />DATE: OCTOBER 8, 1984 \j <br />SUBJECT: TELEPHONE SYSTEM PROPOSAL <br />As I have advised you in the Administrative Newsletter, Staff <br />has been reviewing the proposals the City received for a "state- <br />of-the-art" telephone system to replace that which we currently <br />rent from Northwestern Bell at a cost of $275.00/month. <br />After eliminating those proposals which exceeded the City's <br />1985 Budget allocation for telephone system purchase/rental, <br />four proposals remained which were demonstrated to me over a <br />one week period of time. Of these four, one, Hauenstein and <br />Burmeister, presented a system which was essentially identical <br />to two other proposals which were at a lower cost. The second, <br />AT&T, presented a hybrid system which could not be considered <br />"state-of-the-art", posed several operational difficulties over <br />the other system, and exceeded our budget when they submitted <br />revised figures. <br />The remaining two proposals, Executone and First Tel, include <br />equipment that would be a significant improvement over the <br />equipment currently in City Hall and are both available to us. <br />under lease/purchase arrangements of 72 and 80 months respectively <br />at a lower cost than provided for in the 1985 Budget. Also, <br />both of these firms had had positive reference checks from users <br />of the same or similar systems. <br />It is my desi;.e at this time to have the two systems demonstrated <br />to City Hall Staff during a special staff meeting and let the <br />Staff decide which system they want. Since neither would exceed <br />the 1985 Budget and they are within $20.00 per month of each other, <br />I would request Council authorization to negotiate a contract <br />with the successful proposer for your approval. <br />RECOMMENDATION: Authorize Staff to negotiate a contract for your <br />approval for lease/purchase of a telephone system from the firm <br />selected by the City [fall Staff after a demonstration of the <br />systems. <br />DFP/mjs <br />
