MEMO TO: MAYOR AND CITY COUNCIL- ,11 <br />FROM: CLERK -ADMINISTRATOR <br />f�. <br />DATE: OCTOBER 10, 1984 <br />SUBJECT: CIVIL DEFENSE COMMUNICATIONS <br />As you know over the past year the Ramsey County Civil <br />Defense Directors have been meeting and establishing a <br />formal organization to undertake cooperative efforts in <br />preparing for and handling civil defense emergencies within <br />Ramsey County and adjoining governmental jurisdictions. The <br />first major accomplishment of this organization was the <br />development and implementation of a Mutual Aid Agreement <br />among cities in Ramsey County for assistance during civil <br />defense emergencies. <br />After the most recent rash of bad weather, including the New <br />Brighton -St. Anthony tornado we were made acutely aware of <br />the need for more reliable means to comm.nicate with each <br />other due to the susceptibility of telephone lines to be <br />damaged during those weather conditions which necessitate <br />our activation. At the present time, there is no radio <br />system within Ramsey County or the State of Minnesota except <br />for police bands that would allow for governmental <br />jurisdictions to communicate during emergencies. Over the <br />past several months the Ramsey County Civil Defense <br />Directors have been discussing with representatives of <br />various county and state agencies the best means to resolve <br />this problem and have established a plan to develop a radio <br />net that would allow civil defense directors and police <br />departments within Ramsey County to intercommunicate with <br />each other during emergencies as well as with the four <br />county Sheriffs surrounding Ramsey County, the State Police <br />Radio Channel, our Fire Departments, and Public Works <br />Departments. Thus, we would for the first time be able to <br />use one radio to coordinate all activities that would more <br />than likely need to be undertaken should a civil defense <br />emergency occur within, the City of Mounds View or should we <br />be called out to assist another community experiencing a <br />civil defense emergency. <br />lie have met with representatives of Ramsey County who have <br />agreed to sponsor before the County Board a budgetary <br />request in the amount of $8,000.00 to place a repeater <br />station at a water tower located in the City of Little <br />Canada at a cost of approximately $8,000.00. This repeater <br />station is necessitated in order for us to be able to obtain <br />the broad coverage necessary to communicate with all of the <br />organizations we desire to communicate with. Attached to <br />this memorandum is a proposed draft of a letter from Mayor <br />McCarty to Ramsey County Commissioner Orth endorsing the <br />County funding of a repeater station and requesting his <br />support on this matter. <br />
