MAYOR AND CITY COUNCII. <br />ouroHER 8, 19114 <br />PAGE: 'rwu <br />In order for the City of Mounds View to par.Lake of this <br />sytem it would be necessary that the City purchase one or <br />more radios containing sufficient channels and programmable <br />to communicate with all of the agencies involved. Through <br />the Ramsey County Emergency Services Communications Unit the <br />City is able to obtain a radio designed to meet these needs <br />at dealer's prices thus saving the City several hundred <br />dollars as compared to that which we presently pay for other <br />City police and pubLic works radios. In discussing this <br />matter with Police Chirf Ramacher who will assume the duties <br />of Civil Defense Director at the first of the y,:ar, it is <br />our desire to initially purchase one of these radios with <br />all of the equipment necessary for it to serve as both a <br />mobile radio and a base station and should it meet our <br />expectations to purchase one or more additional radios for <br />placement in appropriate City vehicles and at City Hall for <br />purposes of providing us with the necessary communication <br />network during emergency conditions. The cost of the radio <br />plus equipment necessary to make it a base station as well <br />as a mobile unit would require the expenditure of <br />approximately $550.00 plus Staff time to install this radio. <br />It is our proposal that the base station equipment be placed <br />at the Police Department in order that the radio might be <br />used during the normal course of the Police Department's <br />activities and that the mobile unit equipment be placed in <br />my personal vehicle where I might be able to use the radio <br />during emergencies when communications with me are <br />necessary. <br />In discussing this possibility with Councilmember Linker he <br />indicated the desire that the equipment be placed in a City <br />vehicle having appropriate markings to indicate that a City <br />official is using the vehicle and present at the scene. <br />After giving this matter consideration, I would have to <br />agree with Councilmember Linke that having the radio in a <br />vehicle identified as a Municipal Vehicle would be <br />appropriate, however, at the time of a civil defense <br />emergency I could easily imagine the demand that will be <br />placed on our Municipal Vehicles by City Staff that will be <br />called out during such emergencies and require appropriate <br />transportation to accomplish their tasks. As I am presently <br />receiving a vehicle allowance that would result in my using <br />my personal vehicle during a civil defense emergency, having <br />the hook-up in my car would allow me to communicate with <br />appropriate City departments and other agencies during an <br />emergency. Should the need to identify my vehicle as a <br />Municipal Vehicle come about, City stickers could be <br />temporarily placed on my car doors, however, I do not <br />feel that that will necessarily occur. <br />
