jrvv-,�,, `5 <br />MEMO TO: Clerk -Administrator and City Council I/ <br />FROM: Director of Public Works/Community Developmer / <br />DATE: October 4, 1984 <br />SUBJECT: WELL NO. 3 PILOT PLANT PHASE I, SERCO LABORATORIES'BILLS <br />As you may know, Well No. 3 Pilot Plant Study, Phase I, was conducted <br />by SERCO Laboratories. The work was done under a Not to Exceed <br />Contract of $4,500.00. In June of 1984 Serco submitted their report to <br />the City for review and in July they submitted a bill of $2,300.00 <br />which brought their total billings to $6,663.69. They did not notify <br />me that they were going to exceed the budget or ask for an increase in <br />the contract price. <br />My first impression was to pay them the $4,500.00 and find another <br />laboratory to conduct additional studies. However, there ace some <br />extenuating circumstances where I feel that they are eligible for <br />payment in excess of the $4,500.00 contract. The problems are <br />mechanical failure of the City's equipment, including part of the pilot <br />plant which is owned by the City. The mechanical failures are as <br />�^^ follows: <br />1. The City's chemical feed pump failed and was subsequently <br />repaired. <br />2. The air compressors failed twice during the study and were <br />repaired. <br />Staff notifed Serco Laboratories as soon as these failures occurred. <br />Staff repaired the chemical feed pump as well as the compressors, but <br />the filter run was interupted and Serco Labs had to start the filter <br />run again. <br />I have negotiated this issue with SERCO Labs. We have come to an <br />agreement that I feel is equitable. I said that I would ask the City <br />Council to approve an increase of $900.00 in the Phase I contract. <br />Therefore, the total cost of Well No. 3 Pilot Plant Phase I will be <br />$5,400.00. <br />Therefore, I request your approval to increase the contract for Well <br />No. 3 Pilot Plant, Phase I, work to $5,400.00. The justification for <br />this increase is mechanical failure of City equipment. <br />SWT/bc <br />
