1984 LONG TERM FINANCIAL PLAN <br />PUBLIC SERVICE PROGRAM <br />The Public Service Program, a outlined by Section 7.05, <br />Subdivision 2 of the Home Charter, is to be: <br />..a continuing five-year plan for all public services <br />estimating future needs for the public health, safety, and <br />welfare of the City. It shall measure the needs and <br />objectives for each City Department, the standard of services <br />described, and the impact of such service on the annual <br />operating budget." <br />Included in the 1984 Public Service Program are organizational <br />charts showing present and proposed organization and staffing of <br />each of the City's departments. Also attached are Appendixes A <br />and B showing the present and proposed organization of the City <br />down to the departmental levels. <br />The following is a review of each individual department, an <br />outline of its basic objectives and a determination of what <br />effect those needs will have on the City's annual budget. <br />A. Administration - This administration portion of the Public <br />Service Program encompasses a wide variety of activities <br />which will be addressed individually. These individual areas <br />of activity are City Council, Advisory Commissions, <br />Elections, City Hall, Legal and Fire, and <br />Clerk -Administrator's office. <br />1) City Council - The City Council is comprised of five <br />elected officials; Mayor and four Councilmembers, serving <br />non-consecutive- terms who, as a body, are responsible for <br />the administrative of the City. Basically, the <br />objectives of the City Council are identical to those of <br />the City's Departments, as the Council sets the policies <br />which determine each department's objectives. It is <br />anticipated that the level of service provided by the <br />City Council, as it relates to being a division of the <br />Administration section of this report, will not be <br />changed and an increased impact on the City's budget may <br />result from inflationary factors, compensation increases, <br />or increase in fees, dues, or other expenses contained <br />within the City Council budget. <br />2) Advisory Commissions - The City has a variety of active <br />advisory commissions including Planning, Charter, <br />Festivities, Civil Service, Parks and Recreation, Energy, <br />Lakeside Park, Safety and Cable T.V. which serve as <br />advisory todies to the City Council and, when functioning <br />jointly with other political subdivisions, operate as an <br />administrative body reponsibile to the City Council.
