1984 LONG TERM FINANCIAL PLAN <br />Page Two 11 <br />example of the latter is the North Suburban Cable <br />Communications Commission, a consortium of 10 north <br />suburban Ramsey County municipalities established to <br />coordinate the franchising of and oversee the operation <br />of Cable TV service in the 10 municipalities of which the <br />City is a member. <br />The Energy Council is a new commission created by the <br />City Council in February of 1984 with the charge to <br />promote and encourage energy conservation and development <br />of renewable energy resources. At the present time the <br />City has retained an individual to work for the City on a <br />half-time basis as an Energy Coordinator to assist in the <br />development and implementation of energy conservation <br />programs. The primary source of funding for the position <br />is the State of Minnesota's MEED Program. When this <br />funding source is depletes: in November of 1984 it is <br />hoped that full funding fo. the position and programs <br />will have been secured from a new grant program sponsored <br />by the Minnesota Department of Energy and Economics <br />Development as well as financial assistance from NSP. It <br />is the intention of the City to develop a j implement an <br />energy conservation program with minimal c. no impact <br />upon the City's annual operating budget. <br />It is not anticipated that the activities of the City's <br />Commissions will significantly impact upon the annual <br />budget. Any budgeting increases are expected to result <br />from increases in general operating expenses. <br />3) Elections - The election activities of the City include <br />the maintenance of Voter Registration records, provision <br />and maintenance of voting and ballot counting equipment, <br />supplies and administrative services, including election <br />judges, necessary for the legal and efficif--t conduct of <br />elections. <br />A modification in the manner in which Voter Registration <br />records are maintained is currently being implemented, <br />however, except for the initial investment this new <br />method of record keeping will have minimal impact upon <br />the budget. <br />The modification entails the computerization of all Voter <br />Registration records in Ramsey County by the Ramsey <br />County Data Processing Department. This will improve our <br />record keeping and efficiency at election time by <br />eliminating our dependence upon the currently used Voter <br />Registration Cards which are not easily updated and can <br />easily be misfiled and eliminating the need for voters to <br />fill out and sign a Certificate of Registration at <br />election time. <br />
