1984 LONG-TERM FINANCIAL PLAA <br />Page Niue <br />increasing the park maintenance division by four and one-half <br />personnel is based on the assumption that a major golf course <br />development will occur north of County Road J in relationship <br />to the Miller Industrial Park proposal. Should the golf <br />course development not occur, the park foreman position would <br />be hired by 1986 along with one additional person by the year <br />1990. <br />Additional staffing is projected in the program supervision <br />area with a half-time athletic coordinator proposed in 1988. <br />This individual would be responsible for working on a <br />seasonal basis during peak periods such as the spring of each <br />year when the adult softball and youth baseball/softball <br />programs are starting and further developing the City's <br />wellness programs. The position would be funded from the <br />recreation activity account. <br />The half-time clerical assistant proposed for 1986 is based <br />on the assumption that summer funding may not be available in <br />the future and the need to plan for funding is now. Should <br />funding become available for the half-time clerical assistace <br />through a state or federal fund, this position would not be <br />funded through the general fund. It is further proposed that <br />the hours be increased for the part-time forestry assistant <br />to a 1/2 time position with funding from the Forestry level. <br />The Parks and Recreation Commission proposes that a minimum <br />of $50,000/year be allocated for park development over the <br />next five years. It is envisioned that the money ba <br />earmarked from the interest that is earned on the Special <br />Project Fund or through the general fund. It should be noted <br />that the proposed capital improvement program does not <br />include the funding of Silver View Park, as it .is hoped that <br />state and federal grants will continue. <br />The two major priorities for funding in 111585-1990 will be <br />creative play environments and 'tennis court construction. <br />Tennis courts are not currently located within the City's <br />Park System with Edgewood Community Center having the only <br />public -courts in the City. The majority of the creative play <br />environments were constructed approximately 9 - 10 years ago <br />and are currently in need of replacement and/or major repair., <br />It is felt that the following financial plan takes those <br />priorities into consideration and also meets the additional <br />long range park improvement plans. A listing of the park <br />priority funding projects on a total dollar basis, should <br />funding become available through a park referendum or levy <br />referendum, is as follows: <br />
