JOINT POWERS AGREEMENT BETWEEN THE CITIES <br />! '•. OF MOUNDS VIEW AND BLAINE <br />PURPOSE <br />WHEREAS, the Cities of Mounds View and Blaine are <br />individually participating in the State of Minnesota's <br />Energy Awareness and Conservation Program; and <br />WHEREAS, during the past six months the Cities of <br />Mounds View and Blaine have jointly employed an Energy <br />Coordinator through the MEED Program; and <br />WHEREAS, the Cities of Mounds View and Blaine have <br />individually been awarded community energy council grants <br />from the State of Minnesota which provide for the continued <br />joint employment of an Energy Coordinator. <br />NOW, THEREFORE, it is agreed between the Cities as <br />follows: <br />1. Employing Municipality <br />The City of Mounds View hereby agrees to be the <br />( employing municipality for the Energy Coordinator. <br />The City of Mounds View should be accountable for the <br />receipt of 50% of the Energy Coordinator's labor <br />costs paid by the City of Blaine. No property shall <br />be acquired as a result of this agreement. <br />2. Energy Coordinator Duties And Accountability <br />The exact duties of the Energy Coordinator are fully <br />defined in a separate job description attached to and <br />made a part hereof. The Energy Coordinator shall be <br />responsible to and work under the direction of the <br />Clerk -Administrator of Mounds View and City Manager <br />of Blaine. <br />3. Time Allocati <br />The Energy Coordinator's tima will be allocated at <br />the rate of 50% in Mounds View and 50% in Blaine. <br />4. Allocation of Costs <br />The City of Mounds View shall invoice the City of <br />Blaine quarterly for the amount due and payable by <br />the City of Blaine for services rendered by the <br />Energy Coordinator during the billing period. Said <br />invoices shall reflect 50% of the Energy <br />Coordinator's salary and benefits for that given time <br />period. City of Mounds View shall consult with the <br />City of Blaine at least 60 days in advance of any <br />proposed annual salary or benefit change. Benefits <br />shall be the same as those normally accorded to a <br />Mounds View City employee. <br />
