BACKGROUND <br />The City Council has in the past discussed with staff the <br />possibility of removing the Municipal State Aid (M.S.A.) <br />designation from some City streets because the City has had <br />trouble reconstructing streets to M.S.A. standards. The City <br />Council has also discussed designating other City streets as <br />M.S.A. if they can he constructed to M.S.A. standards. <br />The goal of this memo is to answer the following questions: <br />a) What streets now designated M.S.A. should have the <br />designation removed because they will probably not be able <br />to be constructed or reconstructed to M.S.A. standards? <br />b) Which existing or proposed streets should be designated or <br />added to the M.S.A. street system? <br />c) Which streets may be feasible to construct/reconstruct to <br />M.S.A. standards? <br />d) The maximum street mileage the City can designate as <br />M.S.A. is 7.49 miles. The City has 7.06 miles designated <br />as M.S.A. The state will grant the City more money if the <br />additional mileage is designated. Can the City designate <br />additional streets to increase income? <br />II. M.S.A. REQUIREMENTS <br />The M.S.A. street designation may be changed to other streets <br />in the City if approved by the District State Aid Engineer <br />and the Commissioner of Transportation. Attachment N1 is a <br />map indicating the current M.S.A. streets in the City of <br />Mounds view. <br />The criteria for designating City streets as Municipal State <br />Aid (M.S.A.) streets is as follows: <br />1) The ends of the street must terminate at a state highway, <br />county road or another M.S.A. street. (Attachment k2 is a <br />map of the county roads.) <br />2) The street must be projected to carry a relatively heavier <br />traffic volume or be functionally classified as collector <br />or arterial as identified on the urban municipality's <br />functional plan as approved by the urban municipality's <br />governing body. (Attachment N3 shows 1979 traffic <br />volumes.) <br />
