January 9, 1985 <br />Page 2 of 6 <br />3) The street must connect the points of major traffic <br />interest within an urban municipality (i.e., M.S.A. <br />streets should start and end at locations that generate <br />a lot of traffic). <br />4) The street must provide an integrated state aid street <br />system network consistent with projected traffic demands <br />(i.e., M.S.A. system designated streets should carry <br />higher traffic volume). <br />The Minnesota Department of Transportation (Mn/DOT) has <br />procedures for revising the M.S.A. system. They include: <br />submission of the proposed system revisions by the City <br />Engineer, review by Mn/DOT State Aid office, resolution <br />approval by City Council and approval by the Commissioner of <br />Mn/DOT. The procedures to follow for revising the existing <br />system is presented in the letter from the Minnesota <br />Department of Transportation dated September 26, 1984 <br />(Attachment W . <br />If a street designated M.S.A. is removed from the system and <br />construction/reconstruction money was spent in the last 15 <br />years, M.S.A. imposes a dollar penalty. The penalty is based <br />on a 15 year useful life of the street. In other words, if <br />the street cost $200,000 to construct in 1980 and if the <br />street is removed from the system in 1984, the penalty is <br />approximately $147,000. <br />15 years - 4 years x $200,000 = $147,000 <br />15 years <br />The following requirements are for new construction/ <br />reconstruction of M.S.A. streets: <br />1. An M.S.A. street when constructed/reconstructed must have <br />a minimum 9 ton structural design. This normally <br />consists of 6 inches of class 5 gravel base ollowed by 4 <br />inches of bituminous. Soil borings are required to <br />determine the design thickness. <br />2. An M.S.A. street in Mounds View with a 30 mile per hour <br />design speed in a high traffic density area, can have the <br />following widths from face to face of outer curbs: <br />a) <br />Undivided with no parking lanes <br />32 <br />feet <br />b) <br />Undivided with parallel parking <br />lanes on one side <br />36 <br />feet <br />c) <br />Undivided with parallel parking <br />lanes on both sides <br />44 <br />feet <br />Attachment <br />N5 is a chart illustrating the <br />width <br />and <br />length <br />of the existing M.S.A. streets. <br />3. The <br />curb and gutter must be concrete and <br />the style must <br />be <br />86-18. <br />
