MAYOR AND COUNCILi <br />JANUARY 31, 1985 <br />PAGE FOUR <br />4. 6.10 Grievance Polic ,(1) - Staff would <br />recommund that the time limit for <br />filing the next step in the grievance <br />proresr rr:;ponding to a grievance in <br />steps 2 through 5 be amended to 10 <br />working days thus allowing a grievant <br />and the City more opportunity to <br />consider their desire to undertake the <br />next step in the grievance process <br />or knowledgeably respond to a <br />grievance respectively. <br />5. 6.12 Doffs Staff would recommend that the <br />last suntence of this section be <br />amended to read, "Length of service in <br />the same position class shall <br />determina the order of making layoffs <br />when alt_Zoh-relevant_qua1ification <br />factors are etcual." This recommenda- <br />tion is being made on the basis that <br />it would be consistent with both of <br />our Union contracts provisions for <br />layoffs and would allow the City to <br />detarmino whether or not individuals <br />are fully qualified for the job rather <br />than using seniority as the sole means <br />for determining who would be layed <br />off. <br />6. 6.13 Suspension. Staff would recommend <br />that this section be entirely replaced <br />by the following, "The Clerk Adminis- <br />trator may suspend any employee <br />without pay for disciplinary reasons <br />with said suspension being affirmed by <br />resolution of the City Council within <br />5 working days. Such suspensions <br />shall not exceed 30 working days in <br />any calendar year." This recommenda- <br />tion is being submitted to you on the <br />basis that circumstances might arise <br />where the immediate suspension of an <br />emptoyeu would be appropriate, <br />however, the current language in this <br />section would prohibit such suspension <br />from ocruring without a spor.ial <br />meeting Of the Council being called <br />and due to the current provisions of <br />tho npeninl Meeting Law, and City <br />
