Gunther <br />DATE: January 18, 1985 <br />RE: UPDATE ON THE FY86 BUDGET <br />The Administration's FY86 budget is expected to recommend that <br />many different urban programs be terminated or cut substantially. <br />Programs slated to be completely eliminated -- some in FY86 and <br />others over a two or three-year time span -- are: <br />GENERAL REVENUE SHARING; <br />EDA PROGRAMS; <br />URBAN DEVELOPMENT ACTION GRANTS (UDAG); <br />ALL NEW SEWER GRANTS; <br />ALL SUBSIDIZED HOUSING PROGRAMS, INCLUDING HOUSING VOUCHERS; <br />SMALL BUSINESS ADMINISTRATION LOANS AND GRANTS; <br />LEGAL SERVICES; <br />COMMUNITY SERVICES; <br />THE JOB CORPS. <br />On December 14, Mayor Hernar, Padilla and Mayor George <br />Voinovich, presidents of the Conference of Mayors and the National <br />League of Cities, respectively, met with President Reagan and Vice <br />President Bush to discuss the FY86 budget. They were given the <br />budget table attached to this memorandum, describing in detail the <br />three year -plan for terminating and reducing urban and low income <br />programs.
