MEMO TO: MAYOR AND COUNCIL FROM: CLERK-ADMINISTRATO DATE: MARCH 5, 1985 SUBJECT: 1985 GOAL SETTING I have been approached by members of the City Council regarding the scheduling of a goal setting session for 1985 soon after the election of the new city councilmember. In discussing my thoughts regarding a goal setting session with Mayor Linke it became obvious that my thoughts regarding this issue should be conveyed to the entire City Council for your consideration. My proposal for setting goals in 1985 is as follows: 1. As soon as possible after the new councilmember is sworn into office it would be my suggestion that the entire City Council meet with Department Heads on two to three consecutive Saturdays in April to review with each of the Department Heads the current status of departmental opera- tions, the current condition of their equipment and facilities including site visits where appropriate, a general discussion of the Depart- ment Head's views of the effectiveness of his department in providing the services expected of that department, and finally the Department Head's thoughts as to what he feels should be the goals for his department over the next two year period. Should the Council agree to this it is my thought that this would bring all of you to an equal level of understanding as to exactly what the City Staff is doing and what the current conditions of our operations and facilities are. This should allow you to enter into a goal setting session all having relatively similar levels of understanding in this area. 2. Immediately upon completing presentations by the four Department Heads regarding the departmental operations of the City, I would take the opportunity to review those operations directly under my control and to discuss with you what I feel are going to be the challenges faced by the City of Mounds View over the next two year period, both in the way of service levels, revenues and development issues.
