MEMO TO: MAYOR AND COUNCIL <br />FROM: CLERK-ADMINISTRATO <br />DATE: MARCH 5, 1985 <br />SUBJECT: 1985 GOAL SETTING <br />I have been approached by members of the City Council <br />regarding the scheduling of a goal setting session for 1985 <br />soon after the election of the new city councilmember. <br />In discussing my thoughts regarding a goal setting session <br />with Mayor Linke it became obvious that my thoughts <br />regarding this issue should be conveyed to the entire City <br />Council for your consideration. My proposal for setting <br />goals in 1985 is as follows: <br />1. As soon as possible after the new councilmember <br />is sworn into office it would be my suggestion <br />that the entire City Council meet with Department <br />Heads on two to three consecutive Saturdays in <br />April to review with each of the Department <br />Heads the current status of departmental opera- <br />tions, the current condition of their equipment <br />and facilities including site visits where <br />appropriate, a general discussion of the Depart- <br />ment Head's views of the effectiveness of his <br />department in providing the services expected of <br />that department, and finally the Department Head's <br />thoughts as to what he feels should be the goals <br />for his department over the next two year period. <br />Should the Council agree to this it is my thought <br />that this would bring all of you to an equal level <br />of understanding as to exactly what the City Staff <br />is doing and what the current conditions of our <br />operations and facilities are. This should allow <br />you to enter into a goal setting session all having <br />relatively similar levels of understanding in this <br />area. <br />2. Immediately upon completing presentations by the <br />four Department Heads regarding the departmental <br />operations of the City, I would take the opportunity <br />to review those operations directly under my control <br />and to discuss with you what I feel are going to be <br />the challenges faced by the City of Mounds View over <br />the next two year period, both in the way of service <br />levels, revenues and development issues. <br />
