MEMO TO: Clerk -Administrator and City Council �j <br />FROM: Director of Public Works/Community Developmei� <br />DATE: March 13, 1985 <br />SUBJECT: STORM WATER MANAGEMENT (SWM) FUND <br />CITY CODE CHAPTER 25 <br />This memo is presented per your request for alternatives to the <br />existing storm water management charge. <br />Prior to presenting alternatives, a review of past SWM charges is <br />warranted. Attachment irl summarizes some past SWM charges for <br />development in the City of Mounds View. The attachment lists the <br />development name, zoning, SWM charge, lot size and SWM charge per <br />acre. The SWM charge varies from $500 per typical residential lot <br />to over $35,620 for Tyson Trucking (4825 Mustang Circle). The SWM <br />charge per acre varies from $2,000 per acres for a typical <br />residential lot to $6,300 per acre for Knollwood Green Condominiums <br />(2900-2914 Highway 10). <br />With this perspective, this memo will now discuss alternatives to <br />the present SWM charge. <br />ALTERNATE N1 - ADJUST THE UNIT PRICE <br />One adjustment the City could make to the charge is to recalculate <br />the original unit price. The existing SWM charge was based on an <br />estimated storm sewer improvement cost of $6,590,000. The City has <br />conducted another storm water management study (completed July 16, <br />1984) that states the estimated cost is $1,500,000 excluding land <br />and easements. The estimated total cost for storm sewer <br />improvement including land and easement cost is calculated as <br />follows: <br />Estimated Storm Sewer system improvement $1,500,000 <br />cost (July 16, 1984) <br />Land and easement acquisition costs $1,500,000 <br />(see Attachment M2) <br />Contingency 10% $ 300,000 <br />ESTIMATED STORM SEWER SYSTEM IMPROVEMENT COST $3,300,000 <br />The original unit price was calculated approximately as follows: <br />$6,590,000 = S 0.153/sq.ft. <br />988 acres x 43,560 sq.ft. <br />acre <br />
