Anderson, a or <br />Parks, Recreation Fo st <br />iwn.: April 18, 1989 <br />RF: (;reunfield Park Hid Opening <br />Staff held a hid opening on Wednesday morning, April 17, 1985 for Phase I con - <br />The bid opening included the following develop- <br />structi n of Greenfield Park. <br />n)nt projects: <br />1. Approximately 4,230 linear feet of bituminous and Limestone trail con- <br />struction. <br />2. Relocation of the existing baseball field including fencing and backstop. <br />3, Bituminous entrance road and parking lot. <br />4. Twin tennis courts. <br />5. Storm sewer extension. <br />6. Culvert installation. <br />7. Tennis court lighting. <br />There were fifteen sets of plans that were picked up by major contractors and <br />sub -contractors during the past three weeks. At the formal hid opening, four <br />firms submitted bid proposals. Each of the four firms that submitted bid pro- <br />posals acknowledged the bid addendum and included a bid bond as outlined in <br />the original bid specifications. The bid proposals ranged from a low of <br />5123,500 to a high of $196,232.25. <br />The low hid was suhnitted by Midwest Asphalt Company which is projects. sIn <br />that submitted the low bid for the 14SA street construction profnd <br />addi- <br />tion to the low bid price, staff has reviewed the scheduledbin unit price <br />compared them to the other three bid firms. They are comparable <br />costs, with no one major unit cost priced at an exorbitant rate to cause con- <br />cern. As a matter of fact, the bid price of $1.25 for the polypropylene con- <br />struction fabric per square yard was the lowest Of the four firms and will <br />probably be one of the major items that staff will be recommending as a poss- <br />ible contract amen(tent. <br />Total budget for the Greenfield Park Project is 5180,000 of which we have <br />allocated approximately 918,500 to the firm of Barton <br />--rAosctm �e1tiS40le )OOU below <br />consulting fees. This places the low bid estimate app Y <br />total project cost. <br />Staff would recameend that the low hid of $123,500 to awarded to Midwest <br />Asphalt Co. and we will be reviewing potential alternatives as to what addi- <br />tional projects might be included to Complete Phase I. Staff has been in con- <br />tact with State L.A.w.C.O.N. officials and they have indicated strong support <br />to an addendum to the contract to ensure that the dollars are utilized for <br />projects at Grcenfield Park. staff feels a favorable nid from Midwest Asphalt <br />can be directly tied in with the low bid that was received for the MSA street <br />project which will reduce the mobilization rusts as well as allow them to work <br />on both projects simultaneously. <br />REc(ODIDATION: To award the low hid of 5123,500 to 14idwest Asphalt Company <br />for Ph velopm nt of Greenfield Park. <br />HKA/gll <br />
