MEMO TO: MAYOR AND CITY COUN' <br />FROM: CLERK-ADMINISTRATO <br />DATE: APRIL A, 1985 <br />SUBJECT: MAC RESPONSE TO COMMENTS ON ,SLOPING DOCUMENT <br />I have reviewed the document provided by MAC entitled, "Anoka <br />County -Blaine Airport (Janes Field) Response to Comments from <br />Public Meeting and Letters on Environmental Assessment Work - <br />sheet and Draft Scoping Decision" and have come to the general <br />conclusion that they are indicating that they will address the <br />great majority of comments submitted to them in response to the <br />Environmental Assessment Worksheet Scoping Document as part of <br />the Environmental Impact Statement. Whether or not they are <br />simply paying "lip service" to these comments or sincerely <br />intend to evaluate the issues in detail while performing the <br />EIS can only be determined once the EIS is completed. The <br />major issues raised by the City of Mounds View and/or residents <br />of the City which are of particular comment and which will be <br />addressed in the EIS are the following: <br />The environmental impacts of the ILS, Control <br />Tower, in Phases 2 and 3 development will be <br />addressed in an informational appendix to be <br />included in the Environmental Impact State- <br />ment. <br />2. The EIS will include a review of current <br />conditions as they may relate to need and <br />justification for the project rather than <br />simply taking the Airport Master Plan at face <br />value. <br />3. The EIS will include a determination of what <br />existing noise levels are with and without <br />traffic for both on -site and off -site locations <br />at distances between runways and closest resi- <br />dential areas. <br />4. Noise monitoring and field observation of <br />aircraft patterns actually flown at the airport <br />will be conducted during the EIS. <br />5. The EIS will include an analysis of the following <br />development options: <br />a) Removing the airport and/or replacing it <br />with another airport. <br />b) The efficacy of lengthening the east/west <br />runway to reduce the amount of traffic <br />using the north/south runway. <br />
