It is reasonable to define <br />this term because it is used in establishing airport sound level <br />standards. <br />"yeq"o o{ Nuivalent sound level, is defined as the <br />constant sound level that in sixty consecutive minutes•wo hted <br />convey the same sound energy as the actual time -varying A-wei 9 <br />sound level. It is reasonable to define this term because it is <br />used in establishing sound level standards for all sources. <br />"Person° is defined as having the meaning given it in Minn. <br />Rule Part 7000.0100, subp. 91 which is a definition found among <br />the Agency's Procedural Rules. "Person" is also defined in the <br />existing rules, and the existing definition is identical in <br />meaning, though slightly different in word order, to the <br />definition set forth in the Procedural Rules. It is reasonable <br />to define this term in the same manner as it is used in other <br />Agency rules in order to promote consistence among Agency rules. <br />"Sound pressure level" is defined as having the meaning giver. <br />it in American National Standard Institute S1.1-1960, section <br />2.6. It is reasonable to drfine this term tnrough incorporation <br />by reference because the incorporated document establishes a <br />definition of this basic term which is used and accepted <br />throughout the acoustical field. f <br />
