-9- <br />Part 70.10,0020, Definitions <br />This proposed rule sets forth nine definitions of words or <br />phrases used within the rules. "Daytime" and "nighttime" are <br />defined in the same manner as they are defined in the existing <br />rules and therefore no amendments other than renumbering are <br />proposed for these definitions. The other nine definitions are <br />discussed below. <br />"A -weighted" is defined as a specific weighting of the sound <br />pressure level for the purpose of determining the human response <br />to sound. It is reasonable to define this term because the term <br />applies to all sound level measurements in this rule and is used <br />to qualify the type of sound level measurement being made. <br />"dB(A)" is defined as a unit of sound level expressed in <br />decibels (dB) and A -weighted. This term is also defined in the <br />existing rules, and the proposed amended rule represents a <br />clarification, rather than a change to, in the existing rule. It <br />is reasonable to define this term i❑ order to clarify that all <br />sound level measurements are expressed in decibels and are <br />A -weighted. This definition qualifies the sound level <br />measurement. <br />"Decibel" is defined as having the meaning given it in <br />American National Standard Institute S.1-1960 (R1976), section <br />2.3. It is reasonable to define this term through incorporation <br />by reference because the incorporated document establishes a <br />4 definition of this basic term which is used and accepted <br />throughout the acoustical field. <br />
