-32- <br />of the lack of accepted, standardized procedures for measuring <br />sound attenuation in the specific application called for in this <br />rule, it is reasonable to allow other methods to be used if they <br />produce results which are as reliable as the methods specified <br />in the rule. <br />Repeal of Minn Rules Parts 7010.0100 - 7010.0700 <br />The proposed amendments to the exising rules contain a <br />different format than the existing rules, and thus it was not <br />feasible to show the amendments to the rules by underlining new <br />language and striking out the language to be eliminated. <br />Therefore the new rules represent a rewrite of the existing ' <br />rules. Under these circumstances it is necessary and reasonable <br />to repeal the rules which these new rules replace. <br />V. SMALL BUSINESS CONSIDERATIONS IN RULEMAHING <br />Minn. Stat. 514.115, subd. ? (1954) requires the Agency, when <br />proposing rules which may affect small businesses, to consider <br />the following methods for reducing the impact on small <br />businesses: <br />(a, the establishment of less stringent compliance or <br />reporting requirements for small businesses; <br />(b) the establishment of less stringent schedules or <br />deadlines for compliance or reporting requirements for <br />small businesses; <br />(c) the consolidation or simplification of compliance or <br />reporting requirements for small businesses; <br />
