MEMO TO: MAYOR AND CITY COUNCIL <br />FROM: CLERK-ADMINISTRAT ow <br />DATE: MARCH 14, 1985 <br />SUBJECT: USE OF CITY GARAGE BY CITY STAFF FOR MAINTENANCE <br />AND REPAIR OF PERSONAL VEHICLES <br />Prior to November of 1983 it had been the practice of City <br />Staff, particularly members of the Public Works Department, <br />to use the City's Public Works Garage facilities for <br />maintenance of their personal vehicles. As a result of an <br />investigation I conducted regarding charges filed by certain <br />members of the Public Works Department against other members <br />of that department, I learned that this privilege was being <br />abused 'significantly by several members of that department. <br />As a result of that investigation Council approved the <br />establishment of ten operational rules and policies for the <br />Public Works Department which included a prohibition on the <br />use of City equipment and facilities for the repair or <br />storage'of personal items. <br />' Public Works Foreman Steve Rose has submitted to me a <br />memorandum dated February 13, 1985, copy attached,' <br />requesting that Public Works employees be authorized to., <br />again use the wash bay area of the maintenance garage for <br />maintenance of their personal vehicles with certain ground - <br />rules being established as listed in his memorandum. This <br />item was discussed at the February 18, 1985 Agenda Session, <br />however, no decision was made by the Council at that time as <br />one member of the Council was absent and it was a stated <br />desire of the three members present to have all Council <br />members give input on this issue. <br />I have placed it on the April 1st Agenda Session agenda for <br />your consideration and have requested Public Works Foreman,:. <br />Steve Rose's attendance at this meeting to review his , <br />rationale for his recommendation.
