Completed bal- <br />lots must be returned to ICKA by August B. <br />The ballots will be canvassed at ICKA on <br />August 9. Election results will be published <br />n the ICKA Newsletter, and the new officers <br />ill be formally Installed at the 1985 Annual <br />Conference In Philadelphia. <br />F L SSA <br />DOL b Prlablllh F.aiorc MIAIaslt <br />Department of Labor (000 officials are ur- <br />ging state and local governments to move <br />quickly to come into compliance with the Fair <br />Labor Standards Act (FLSA). <br />Speaking to ICMA and other state and local <br />organizations, DOL officials reminded them <br />that regardless of the department's enforce- <br />ment policy, employees have private rights <br />and may sue their employers. In fact, fire- <br />fighters in Hayward, Calif., have already <br />sued the city government, and at least three <br />other suits are In court now. <br />DOL officials were sympathetic to the dlffl- <br />culties local governments face In renegoti- <br />ating contracts, changing payroll systems, <br />and meeting financial obligations. They are <br />considering an enforcement policy that will <br />allow state and local governments six months <br />to come Inrn remnliance. <br />For Jurisdictions that have a legal impedi- <br />ment to compliance, enforcement may be de- <br />ferred further --to as late as April 1986. <br />BOIL officials cited, as an example of such <br />Impediment, a state law making compliance <br />difficult and a state legislature not sched- <br />uled to convene until after the Initial six- <br />month grace period. Again, while DOL does <br />not plan to enforce FLSA Immediately, they <br />are Informing employees of their private <br />right to sue. <br />FLSA May Cost $1.5 Billion, <br />ICHA has calculated that it may cost local <br />governments between $320 million and $1,5 <br />billion to bring three classes of employees <br />Into compliance with FLSA: firefighters, <br />police officers, and low-level professionals. <br />The calculation is based on such data as work <br />schedules for firefighters and salary studies <br />of police, fire, and other local government <br />personnel.
