Meet the ICMA Executive Board <br />Vice President, Midwest Region <br />i LLOYD V. HARRELL, JR., <br />i CA of Liberty, Mo., <br />since 1979, assumed his <br />current position after <br />serving as CM of <br />Nevada, Mo. (1972 19)i <br />ACH, Stillwater, Okla. <br />0970-72); and admin. <br />asst. in Boulder. Colo. <br />(1967-70). He was president of the Missouri <br />State Association (1982-83), having served as <br />first vice president (1981-82), second vice <br />president (1980-81), and treasurer (1979• <br />80). Mr. Harrell was a member of ICHA's <br />Young Professionals Task Force, the Committee <br />on Growth and the Environment, and the <br />Committee on Small Communities. He received <br />his BA In 1966 from William Jewell College <br />and his MGA from the Fels Institute of the <br />University of Pennsylvania in 1968. <br />"The past two years of service on the ICHA <br />Executive Board have been extremely eventful <br />and exciting. The association's first stra- <br />tegic plan was adopted which reaffirmed the <br />twin missions that have been the hallmarks of <br />our association --enhancing the quality of <br />local government and nurturing and assisting <br />the local government administrator. In addi- <br />tion, the ICHA Code of Ethics has been dis- <br />cussed In many forums, Including being a <br />major part of many state and provincial <br />association programs. This increased dia- <br />logue should ensure that high personal and <br />professional standards will continue to be <br />the norm of our profession. <br />"As a representative to the board from a <br />smaller community, I have strived to ensure <br />that ICMA remains relevant and helpful to ad- <br />ministrators serving such communities. ICHA <br />is a service organization and must continue <br />to be responsive to the needs of Individual <br />members. <br />"The vast changes occurring on the federal <br />levetialluarantee cht <br />allenges forlCMAri and local goverll be n <br />ments In the years ahead. My service on the <br />board has given me renewed optlmisim that our <br />organization can successfully confront these <br />new opportunities because of the high quality <br />of our dedicated staff and the wealth of <br />talented ICMA members who are being constant- <br />ly rejuvenated by young professionals. <br />Finally, I thank all ICMA members for provid- <br />ing me with this opportunity to serve on the <br />board. The honor has been one of the high- <br />lights of my professional career." <br />Japanese Documentary <br />Will Highlight C-M Plan <br />The c-M form of government is being consi- <br />dered as a viable alternative for some Inter- <br />national communities --notably In Japan. <br />A Japanese delegation, complete with camera <br />crew, recently visited the United States to <br />document local government management prac- <br />tices on film. Segments of the film will be <br />aired nationwide in Japan later this year. <br />The delegation visited ICMA while on a tour <br />that included meetings with administrators of <br />Staunton, Va., and Schaumburg, III., and fa- <br />culty members from Northern Illinois Univer- <br />sity. Director Hansel[ described ICNA's ser- <br />vices to members and major issues facing <br />administrators today. Members of the group <br />were particularly interested in special fea- <br />tures of the C-M Plan and reasons for Its <br />phenomenal growth in the U.S. and other <br />countries. <br />New in Print <br />The report, Salaries $35 000 and Over, Is now <br />available.
