MEMO TO: MAYOR AND CITY COUNCI <br />FROM: CLERK-ADMINISTRATO <br />DATE: MAY 29, 1985 <br />SUBJECT: FIRE PROTECTION SERVICE CONTRACT <br />As you know the Chief Adminitrative officers from the three <br />cities contracting with the Spring Lake Park Fire Department have <br />been meeting over the past few months to develop changes to the <br />Fire Protection Service Contract we have with the Fire Department <br />for consideration by the respective City Councils in June and <br />submission to the Fire Department for their consideration in <br />July. Attached please find a copy of the proposed contract <br />developed as a result of these meetings. The changes proposed in <br />these contracts in the order listed in the contract are as <br />follows: <br />1. Article 2 Department Organization - This change would <br />provide that the Fire Department would remain a non- <br />union corporation at all times. <br />2. Article 3 Training - would require that the Fire <br />Department maintain equipment, personnel and training <br />standards in compliance with State Law. <br />3. Article 4 Payment - a new formula for distribution <br />of the costs of the operation of the department is <br />proposed. This formula would provide that the costs <br />of the operation of the department be distributed <br />between the three cities based on their assessed <br />valuations and the average number of fire calls <br />over the previous three years. It is felt this <br />formula would provide for a more equitable distri- <br />bution of costs in that it would be based both on <br />the development of the community and the demand the <br />community places on fire protection services. <br />Also, this section contains a caveat which provides <br />that the formula will be reviewed in 1987 for <br />possible modification using additional statistical <br />data maintained by the department on their data <br />processing system. <br />4. Article 5 Determination cf Fire Department_Budaet <br />Section 5.2 would provide that the cities review the <br />Fire Department's proposed capital expenditure needs <br />to determine what items would be included in their <br />annual budget. <br />5. Article 5, Section 5.4 proposes that both portions of <br />the Fire Department's budget subject to the Cities' <br />
