MEMO TO: Mounds view City Council <br />FROM: Bruce K. Anderson, Director <br />Parks, Recreation and Forestry <br />DATE: August 8, 1985 <br />RE: Code Modification <br />Staff would propose that Chapter 50, Parks and Playgrounds out- <br />lining the Lakeside Park Agreement, be eliminated from the City <br />Code. The Lakeside Park Commission has not functioned as a Com- <br />mission for the past four years and we currently operate the <br />facility under a joint powers agreement with the City of Spring <br />Lake Park whereby the City of Mounds View manages the day-to-day <br />operations of the beach and the City of Spring Lake Park provides <br />the maintenance. I have been in contact with City Attorney <br />Karney regarding how this item should be addressed, and he has <br />not returned my call to date. I would envision that we would <br />have to formally eliminate this item at a future Council meeting. <br />Chapter 51 relates to the Director of Parks and Recreation De- <br />partment's position and the only modification that I would recom- <br />mend is under subdivision 2, number 1; that the two years experi- <br />ence be increased to three to five years for minimum experience <br />at a community park and/or recreation program in a supervisory <br />capacity. <br />Chapter 52. This item would be modified under Chapter 52.05 mod- <br />ifying the curfew to read, "between the hours of 10:00 p.m. and <br />6:00 a.m. <br />Under 92.03 sub -section 3, have the term "red oak tree" as we are <br />currently only tagging red oaks, as they are the only trees that <br />can cause a problem over land and that is currently all we are <br />marking on public property. <br />Under sub -section 92.05, eliminate the word "certified", as we <br />currently save approximately $80 - $100 each year by not using <br />"certified" and we have not had a problem in the past years using <br />regular first class mail. <br />Should you have any questions regarding these modifications, feel <br />free to contact staff directly at 784-3055, ext. #20. <br />BKA/sll <br />
