Item No: 8H <br /> �,�T Meeting Date: March 24, 2025 <br /> MOU--NDS VIE 1'V Type of Business: CB <br /> Administrator Review: <br /> City of Mounds View Staff Report <br /> To: Honorable Mayor and City Council <br /> From: Don Peterson, Director of Public Works/Parks and Recreation <br /> Item Title/Subject: Resolution 10076, Accepting Rice Creek Watershed Grant Monies <br /> for the Silver View Storm Water Pond Project <br /> Background/Discussion: <br /> The Public Works Department has many responsibilities, and one is to efficiently operate and <br /> manage the storm water system. The system was first constructed in the 1970's and as with <br /> other similar core functions, research, innovation, and best management practices have <br /> changed over the years. <br /> The City Council approved Resolution 9783 and 9784 authorizing Stantec to complete the <br /> assessments on the Ardan Park, AA-1.P1 and AA-1-.P2, and the Silver View Park Storm Water <br /> Ponds. The City Council Further approved Resolution 9989, authorizing the plans and <br /> specifications for these projects in addition to accepting a grant from the State of Minnesota <br /> Board of Soil and Water Resources (BWSR) in the amount of$230,300.00 for both projects. <br /> The City Council passed Resolution 9996 awarding a contract to ACM for the Silver Park Storm <br /> Water Pond project. <br /> Staff also applied for a Grant from Rice Creek Watershed District (RCWD)for Best <br /> Management Practices (BMPs) that will be installed with the Silver View Storm Water Pond <br /> Project. These BMPs include new rain gardens, re-establishment of current infiltration basins, <br /> SAFL baffles (stormwater pretreatment systems), and an iron filtration bench in the forebay of <br /> the pond. <br /> The City was awarded $100,000.00 for the BMPs being installed for Silver View Project. The <br /> City's application scored the highest out of all the applicants RCWD received. <br /> Strategic Plan Strategy/Goal: Maintain and Plan for Infrastructure Improvements.
