Item No. 81 <br /> Meeting Date: March 24,2025 <br /> MOLNDS VIEW Type of Business: CB <br /> Administrator Review: <br /> City of Mounds View Staff Report <br /> To: Honorable Mayor and City Council <br /> From: Don Peterson, Director of Public Works/Parks and Recreation <br /> Item Title/Subject: Resolution 10079, Authorizing Barr Engineering Company to <br /> Provide Services to Assist with Amending the Wellhead Protection <br /> Plan <br /> Introduction / Discussion: <br /> In accordance with Minnesota Rules, Chapter 4720, all public water suppliers are mandated to <br /> implement wellhead protection measures through a Wellhead Protection Plan (WHPP). The <br /> Minnesota Department of Health (MDH) oversees enforcing these rules. <br /> WHPP is broken into two general parts. Part 1 includes detailed analysis of each well and <br /> pumping aquifer characteristics, groundwater flow models, delineating WHP areas, vulnerability <br /> assessments, and identifying the types of potential contamination. Part 2 involves inventorying <br /> potential sources of contamination and developing management strategies for addressing the <br /> potential sources of contamination. <br /> MDH rules require an amendment every10 year to the Well Head Protection Plan. An amendment <br /> is an opportunity to: <br /> • Identify and changes to the City water supply system and drinking water source. <br /> • Evaluate progress on protecting the drinking water source. <br /> • Identify changes in land use. <br /> • Develop and improve strategies to reduce risks or threats. <br /> Barr Engineering Company was hired by the City to prepare Parts 1 and 2 of the WHPP and has <br /> been coordinating the work with the City's designated Wellhead Protection Manager, Don Peterson, <br /> and MDH staff. <br /> A kickoff meeting was held on January 17, 2025, with City Staff and MDH Staff. At this meeting the <br /> WHPP plan was reviewed and a scoping meeting for the WHPP amendment was set for March 25, <br /> 2025. <br /> Barr Engineering has provided a fee proposal of $28,700.00 of professional consulting services <br /> based on the following scope of work: <br /> 1. Attending Scoping Meeting No.1 <br /> 2. Data Compilation and Re-Delineation Meeting <br /> 3. Metro Model 3 Modification and Delineation of WHPAs <br /> 4. DWSMA Delineation <br /> 5. Well and Aquifer Vulnerability Assessments <br /> 6. Report and Project Management Public Information Meeting Assistance <br />
