No,the Twin City Gateway Board, NYFS Board, and Nine North are city created entities. <br /> The respective coalitions were formed by like minded and or contiguous cities to more <br /> efficiently provide targeted services and/or functionality to residents. <br /> i. The Twin City Gateway has the highest occupancy rate in our hotels of any in <br /> the five state regions. The hotels pay the tax to fund Twin City Gateway which <br /> then markets across the region to encourage tourism to the area. Nine North used to go under a different name but when one city dropped out <br /> (Shoreview) the entity rebranded to Nine North (nine cities remaining) and <br /> provides all the public meeting broadcasting.The entity is funded by cable PEG <br /> fees. <br /> Actions the City Takes to Ensure Conflict Does Not Occur: <br /> 1. Elected officials and staff both receive training. <br /> 2. Policy Manual prohibits conflict <br /> 3. City Administrator and Attorney responsible for ensuring policy and Statutory Compliance. <br /> 4. Annual Audit includes test and review for conflict. <br /> Summary: <br /> A conflict occurs when a public official benefits from it personally or financially. <br /> Recommended Actions: <br /> 1. If a public official has a potential conflict, he or she could resign from the position creating the <br /> conflict or he/she should publicly declare their conflict and refrain from any discussion and <br /> abstain from voting. <br /> Example Ruling: <br /> AG Opinion 90e issued in 1997 determined that the Mayor, who was an incorporator of the local cable <br /> TV(NTF 26) and is the primary employee, receiving an annual salary of$25,000, should be prohibited <br /> from serving as Mayor.AG answered in the negative as long as he "abstains"from participation in the <br /> franchising of the company. <br />
