MOUNDS VIEW CITY COUNCIL <br />RESOLUTION NO. 1y19 <br />PAGE TWO OF THREE <br />WHEREAS, the engineers recommend a curb cut for this car wash <br />and a separate curb cut for the vacant lot to the south when it is <br />de�eloued: and <br />WHEREAS, state law states that if the Comprehensive Land Use <br />Plan and the zoninj disagree, the zoning on a lot controls the land <br />use; <br />NOW, THEREFORE, BE IT RE:;OLVCD that the Mounds View City <br />Council approves the request by Ronald L. Richardson and amends the <br />Comprehensive Land Use Plan to reflect this use; <br />BE IT FURTHER RESOLVED that a oeveiopment agreement to <br />entered into between the City and the developer which includes the <br />following: <br />1. Exhibits: <br />a) Site, Grading and Utility Plan <br />b! Development Plan <br />c) Site Survey <br />d) Legai Description <br />e) Ordinance No. 49A 7-Yeur Performance Bond <br />of $1,000 <br />f) Building Plans and Specifications <br />g) Landscaping Plan <br />2. Security for the development i:i an araount to be <br />determined. <br />3. Exhibit 2A to require the following: <br />a) Paved parking area to use B-6-18 curbing <br />h) Ten feet of landscaping and screening at the <br />boundaries of the residential district. <br />e) fen fuel maximum height on light at north end of the <br />lot. <br />d! Aooroval from MnDOT for access to Highway 10. <br />e) Payment of all City expenses above and beyond <br />amounts previously submitted <br />f) Other items as may be required by the City Council. <br />BE IT FURTHER RESOLVED that a conditional use permit be <br />granted which includes the above items and the following items: <br />
