MEMO TO: MAYOR AND CITY COUNC. <br />r <br />FROM: CLERK-ADMINISTRATt7 •� <br />DATE: AUGUST 21, 1985 <br />SUBJECT: COMMUNITY UEVELOPMENT BLOCK GRANT JOINT <br />COOPERATION AGREEMENT <br />Aa you may recall, Staff has been working with Ramsey County <br />to develop a Joint Cooperation Agreement between Ramsey <br />County and the cities in Ramsey County to make the County <br />eligible for receipt of Community Development Block Grant <br />funds as an urban county. Tproposal <br />from <br />the <br />at wojld County is <br />to provide the vehicle by which <br />be <br />allocated to the County as an entitlement grantee would be <br />made available to both the County and participating cities <br />in the County. Essentially, the program would be developed <br />in such a way that each community would be able to submit <br />annual proposals to the County for projects eligible under <br />the Community Development Block Grant Program and a <br />selection committee made up of representatives of the cities <br />and Ramsey County would meet to determine which proposals <br />would be funded in the next fiscal year's allocation. The <br />details of the actual workings of t`c 3n��nu-- <br />'l col..rtinn <br />' process have not been completed, however, Resolution No. 85- <br />536 adopted by the Ramsey County Board of rnmmissioners on <br />August 19, 1985 states that it is the intent of Rams <br />ey <br />County to implem-nt projects with Community rjevelopmert <br />Block Grant funds only upon the approval of the governing <br />Cody of the municipality in which the project is located. <br />1,ttached is a copy of the Joint and Cooperative Agre:ment <br />developed by thr County which has been revieved by Staff and <br />City Attorney Meyers and found ti be acceptable. <br />Staff would strongly urge the C1ty Council to toirtopt the Coopera- <br />tion Resolution No. 1912 App <br />rj�ing the Lion Agreement and author,:ing the Mayor and Clerk -Adminis- <br />trator to enter into said agreement as these funds, although <br />having a questionable future as far as Federal allocation, <br />are available and can be used to undertake projects which <br />would have not beer poisible due to inadequate fund sources <br />or other factors. <br />RECOMMENDATION: Staff recommends Council approve Resolutir-n <br />No. 1912 Approving the Joint Cooperation Agreement between <br />Ramsey County and the City of Mounds view for the Community <br />Development Block Grant Program <br />DF'P/m j s <br />
