All of the duties and responsibilities of a City <br />Clerk to a statutory city including the conduct of <br />elections, maintenance of all municipal records and <br />accounts, and issuance of all licenses and permits, <br />except for building permits and contractuc's <br />licenses. <br />C. r.caist the City Council in the administrrtion of City <br />affairs including the supervision of its employees, <br />programs and activities, and labor contracts. <br />c. Prepare and submit to the City Council reports <br />relating to municipal projects and/or improvements; <br />periodic financial reports, annual operating budget, <br />long-term financial plan, capital improvement plan, <br />and annual financial statements. <br />d. Develop and maintain good public relations with the <br />general public through the preparation and <br />dissemination of news releases and other infcrmation, <br />an annual report on the financial condition of the <br />City and other efforts. <br />e. Coordination of the City's activities with outside <br />agencies and consultants. <br />Thu level of service provided by the Clerk -Administrator's <br />office, staffed by t'ie Clerk -Administrator and Administrative <br />Secretary, are dictated by the Home Rule Charter, statutory <br />or lical policy requirements, and the activities of the City <br />Council, City Commissions and Committees, and other City De <br />partments and consultants acid the general citizenry. <br />In 1985 the Mounds View City Council attnorized the hiring of <br />Management Advisors, Inc. to perform a study of the City's <br />data processing system requi.ements. it is anticipated that <br />as a result of this study the City will be purchasing an <br />in-house computer system to meet the great majority of the <br />City's data processing needs. Tne purchase of the hardware <br />anO software for the computer system would occur over a five <br />year period commencing with the purchase of the initial <br />hardware and software :n 1986. <br />in Jvne 24, 1985 the Mounds View City Counci: adopter <br />ordinance No. 393 establishing Chapter 409 of the Municipal <br />Code entitled "Aaministrat�ve Offenses'. me primary <br />purpose of Chapter 400 is to place all aspects of the en- <br />forcement of the City Code, excluding liquor, and non- <br />moving traffice violations under the control of the City. <br />As a result, the Clerk -Administrator's office will experience <br />some additional workloads overseeing the implementation of <br />this Chapter, maintaining the records related to the offense <br />_ Notices issued and serving as an Administrative Hearing <br />officer pursuant to Chapter 400. <br />
