1985 LONG TERM FINANCIAL PLAN <br />Page Three <br />The City received a demonstration of computer operated <br />ballot counting equipment during the March 1985 Special <br />Election. This equipment utilizing a personal computer <br />and high speed ballot counter would provide for a signi- <br />ficant improvement in both the time entailed in counting <br />ballots and the accuracy of ballot counting over that <br />presently used by the City. It is proposed in the 1905 <br />Lang Term Financial Plan that $9,000 be budgeted in 1986 <br />for the capital equipment purchase of the hardware and <br />software necessary to modify a personal computer <br />presently owned by the City to provide for the use of <br />high speed computerized ballot counting in future <br />elections. <br />Except for the increase in capital expenditures for the <br />purchase of new ballot counting equipment, it is not <br />anticipated that basic election services dill change over <br />the next five years except when special elections are <br />held, which cannot be anticipated, or the State of <br />Federal Governments modify the rules and regulations for <br />the conduct of elections is gush a way that increased <br />expenditures are required. <br />4) City Hall - The City Hall Division of the Administrative <br />Department provides for the maintenance and operation of <br />the City Hall Building and office equipment, personnel <br />services, costs of the receptionist, office supplies, <br />postage and liability and automotile insurAnce premiums. , <br />Due to the age and condition of the carpeting in the <br />Police Department replacement is proposed for 1986. <br />Also, an energy retrofit involving insulation of the west <br />wall of the City Council Chambers and the east wall of <br />the main office area are proposer to reduce heating and <br />air conditioning costs for the City Hall and improve the <br />comfort level of these working areas. <br />In order to provide prompt and of"icient nandling of <br />increasing clerical demands, i.e., phone _ills, citizen <br />inquiries at the front desk and other general clerical <br />,iuties it is proposed that the part-time receptionist <br />position be cha,ged to a full-time position in 1986. <br />5) Legal and Fire - Legal and sire protection services are <br />provided by contracting .ndividuals or agencies, with the <br />level of service and the expens- for such service to the <br />City being determined by them. As a result of a number <br />of recent changes in state law as it relates to DWI <br />arrests and who, the City or County, is responsible for <br />prosecuting non -criminal cases, the City's legal service <br />costs will be increasing and will be an unpredictable <br />factor in the budgeting process. <br />6) Clerk -Administrator's Office - The position of <br />Clerk Administrator is established by Section 6.01 of the ' <br />Home Rule Charter with Section 6.03 outlining the duties <br />of the Clerk -Administrator. Basically, the duties of the <br />Clerk -Administrator and, as a result, the <br />Clerk -Administrator's Office can be summarized as <br />follows: <br />
