26.17 <br />26.17. TIME LIM1T UN IMPROVEMENTS, When the Council <br />determines to make any oea improvtment, it shall leet the <br />contract for all or part of the work, or order all or part of the <br />1 work done by day labor or otherwise as may be authorized by law, <br />no laLer than one year atter the public hearing on the <br />improvement. 26.IS <br />26.1S. SENIOR CITIZENS HARDSHIP SPECIAL ASSESSMENT <br />DEPF.RRAL. After making a special assessment, the council may, at <br />is isrretion, defer the payment of that assessment for any <br />homestead property owned icy a N<r;on 6; scars ^f a;a or older for <br />whom it would be a hardship to make the payments. The Council <br />shall adopt a resolution establishing ,tandards and guidelines <br />for determining the existence of a hardship relative to any <br />special assessmenL adopted under this Chapter. Such standards <br />and guidelines shall he made in a non-discriminatory manner and <br />shall nnl jive the applicant an unroasnnable preference or <br />advantage over other applicants. <br />26.19. PROCEDURE TO OBTAIN DEFERRED ASSESSMENT. The <br />eligible homeowner shall make application for deferred payment of <br />special assessments on torms prescribed by the Ramsey County <br />Auditor. Where the deferred assessment is granted, the Auditor <br />shall record a notice thereof with the County Recorder which <br />shai: set torth the amount of the assessment. The Council may <br />determine by resolution the amount of interest, if any, on the <br />deferred assessment and this rate shall be recorded by the <br />Auditor along with and in the same manner as the amount of the <br />assessment. <br />26.20. TF.RMINAT:ON OF Rif_.HT TO DEFERRED PAYMENT. The <br />option to defer t1e payment o special assassmer.ts shall. <br />terminate and all amounts accumulated plus applicabie interest, <br />s'iall become due upon Lhe occurrence of any of the following <br />events: <br />Ill the death of tha owner, provided that the secure is <br />otherwise net eligible for the benefits hereunder; <br />(2) the sale, transfer or subdivision of the property or <br />any part thereof; <br />(3) if the property should for any reason lose its <br />homestead status; or <br />il shall <br />termine <br />at <br />(4) if thererany wouldrbeson the no hardshipcto require immediate h <br />immediateor <br />partial payment. <br />
