Anderson, Director
Parks, Recreation and Forestry
DATE: October 3, 1985
RE: Purchase of turf mowing equipment
.:_-.,-uu .._. for • 72 inch rntary mower
J CaIL Ueve1Vi/CV i.iu ni,e a:iaaoaav
rwh, heater. snow blower, and power broom attachments as
well as a turf sweeper for the park naintenance division. the
specifications were sent to eight perspective bidders on August
28, 1985. Bids were opened and read aloud at 10:30 a.m. on
Thursday, September 19, 1985. There were two firms that submit-
ted proposals for mowing and turf sweeper equipment as specified
with actually four different mowers bid. The bid proposals were
from Kortum Sales, representing John Deere equipment and MTI Dis-
tributing Co., representing Toro equipment.
Staff has budgeted $16,229 for the purchase of tha two units in
the 1985 capital improvement budget, based on a $9,434 stipend
for the 72 inch mower and $6,795 for the turf sweeper. The two
mowing units that would meet the specifications are the John
Deere Model 930 with cab, sweeper and snow blower attachment at a
total bid price of $18,521. There was a less trade-in allowance
of $8,258.3U for one of the existing Toro Groundsmasters making
for a total bid of $10,262.70. MTI Distributing Company bid
three different mowing units with the low bid for a Groundsmaster
217D, 72 inch, cab, broom and snow blower of $12,911 less $3,000
for trade-in allowance, or $9,911. The low bid from MTI Distri-
buting Company is a diesel unit and does not meet the specifica-
tions, and staff would recommend rejecting the. low bid of MT1
DIF.tributing Company for the diesel unit as we currently do not
h-ve diesel fuel readily available and it would not be cost
effective to purchase and locate a diesel tank for one mowing
unit, as well as the difficulties of utilizing diesel equipment
in the winter months. The second Toro unit which wou`.d be com-
parable to our existing unity, as well as comparable to the John
Deere unit, is $14,351 less the $3,000 trade-'.n allowance or
$11,351. MTI Distributing company also bid a demonstrator, a
Groundsmaster 327, 72 inch with a total cost of $13,554 leis
$3,000 or $10,554.
We currently have two Toro Grourdsmaster units, a 1976 and a
1977, both with over 5,000 hours, which is becoming extremely
high. Most mowing units are traded or r^placed at 3,000 - 4,000
mewing hours. It should be noted that the City hen rebuilt and
purchased new decks for the Toro units so the hcurs don't accur-
ately reflect the current condition of the equipment.
A general department meeting was held with City Mechanic Schmid-
lin, Publics Works Foreman Rose, and Public Works Director
Thatcher to discuss the bid proposals and determine the long
range goals for our turf maintenance equipment program. It was
determined that a second mower would be needed in the future
based on the age of our current equipment as well as the hours on
our two groundsmasters.
