<br />well as a turf sweeper for the park naintenance division. the
<br />specifications were sent to eight perspective bidders on August
<br />28, 1985. Bids were opened and read aloud at 10:30 a.m. on
<br />Thursday, September 19, 1985. There were two firms that submit-
<br />ted proposals for mowing and turf sweeper equipment as specified
<br />with actually four different mowers bid. The bid proposals were
<br />from Kortum Sales, representing John Deere equipment and MTI Dis-
<br />tributing Co., representing Toro equipment.
<br />Staff has budgeted $16,229 for the purchase of tha two units in
<br />the 1985 capital improvement budget, based on a $9,434 stipend
<br />for the 72 inch mower and $6,795 for the turf sweeper. The two
<br />mowing units that would meet the specifications are the John
<br />Deere Model 930 with cab, sweeper and snow blower attachment at a
<br />total bid price of $18,521. There was a less trade-in allowance
<br />of $8,258.3U for one of the existing Toro Groundsmasters making
<br />for a total bid of $10,262.70. MTI Distributing Company bid
<br />three different mowing units with the low bid for a Groundsmaster
<br />217D, 72 inch, cab, broom and snow blower of $12,911 less $3,000
<br />for trade-in allowance, or $9,911. The low bid from MTI Distri-
<br />buting Company is a diesel unit and does not meet the specifica-
<br />tions, and staff would recommend rejecting the. low bid of MT1
<br />DIF.tributing Company for the diesel unit as we currently do not
<br />h-ve diesel fuel readily available and it would not be cost
<br />effective to purchase and locate a diesel tank for one mowing
<br />unit, as well as the difficulties of utilizing diesel equipment
<br />in the winter months. The second Toro unit which wou`.d be com-
<br />parable to our existing unity, as well as comparable to the John
<br />Deere unit, is $14,351 less the $3,000 trade-'.n allowance or
<br />$11,351. MTI Distributing company also bid a demonstrator, a
<br />Groundsmaster 327, 72 inch with a total cost of $13,554 leis
<br />$3,000 or $10,554.
<br />We currently have two Toro Grourdsmaster units, a 1976 and a
<br />1977, both with over 5,000 hours, which is becoming extremely
<br />high. Most mowing units are traded or r^placed at 3,000 - 4,000
<br />mewing hours. It should be noted that the City hen rebuilt and
<br />purchased new decks for the Toro units so the hcurs don't accur-
<br />ately reflect the current condition of the equipment.
<br />A general department meeting was held with City Mechanic Schmid-
<br />lin, Publics Works Foreman Rose, and Public Works Director
<br />Thatcher to discuss the bid proposals and determine the long
<br />range goals for our turf maintenance equipment program. It was
<br />determined that a second mower would be needed in the future
<br />based on the age of our current equipment as well as the hours on
<br />our two groundsmasters.
