Attorney Meyers explained this was a non-exclusive franchise, and that another cable firm could come in. He added the City's Charter does not allow for passive rate increases and thar a public hearing would have to be held. Bootsie Anderson, Cable Tv Administrator, iocateu at the Falcon Heights City Hall, stated :hat the FCC has stated that cable television should not be regulated es a public utility. She added that cable tv is a business, and she does not feel City Councils should have as much control as they do over it.
