W 70.01 (2) Before proceeding with the const-•uction, enlargement, alteration, or repair of any water line connecting the municipal water system to any house or building, the owner or, his agent shall fulfill the following requirements: (a) Obtain from the Municipality a water connection permit, tire fee for wtiicn shall be established by re- solution of the City Council.
