Date of Election. Notwithstanding any <br />other provision in Chapter 4 toontthehe cfirstrTuesdaylaftertthelec- <br />tion shall be held biennially <br />first Monday in November in every even numbered year. <br />Subdivision 2. Terms and Transition. Two councilmembers <br />shall be elected for four year terms at each biennial election <br />commencing in 1974. Two councilmembers shall be elected for a <br />four year term at the 1974 city election. The Mayor shall be <br />elected for a two year term at each such election commencing in <br />1976.
